The Job Start provides notification to Street Use Inspections staff that permitted right of way impacts are actually mobilizing in the field. It provides the permittee the ability to communicate an effective timeline from which to begin the cycle of required inspections associated with the permit.
It also provides critical notice to Inspections staff of pending field mobilization activities for tactical-level planning, and inquiry response management regarding outreach, no-parking mobilization, and pro-active conflict management.
The Permittee is responsible for providing a Job Start Notification a minimum of two business days before starting work. Without a Job Start Notification, the initial inspection is scheduled for five business days after the first Use start date on the permit. When the Job Start Notification is submitted, the Initial inspection is rescheduled to match the job start date. Inspection fees apply. A penalty fee may apply if a Job Start Notification is not provided. Please refer to the Street Use Inspections web page for more details.
This article explains how to provide or reschedule a Job Start Notification via the Seattle Services Portal.
Note: If your job start is outside of normal working hours, you cannot submit your job start notification via the Seattle Services Portal. Refer to SDOT’s Street Use Inspections page for details on how to arrange off-hours work.
How to Provide a Job Start Notification
- Login to the Seattle Services Portal. (Optional)
TIP: You do not need to be logged in to schedule or reschedule a job start.
- Find the permit that you are ready to start.
- If you know your record number, click on Search All Records on the Seattle Services Portal homepage and search for your record on the page that displays.
- Or, if you are logged in, click on My Records to see a list of your records.
- Open the record by clicking on the record number.
- From the open record, under Record Info, click on Inspections, to see your pending, scheduled, and completed inspections or Job Start Notification.
- If your Job Start Notification is available to be submitted, it displays in a pending status. Click Actions next to the Job Start Notification. Most but not all Street Use permits require a Job Start Notification.
- Select Schedule. If Schedule is not an option, the job start is not available for scheduling.
TIP: The Initial inspection is automatically scheduled for five days after the first Use start date on the issued permit. Providing a job start updates the Initial Inspection schedule date to match the job start date. If the Job Start Notification status is Waived or Completed, the Job Start Notification can no longer be submitted.
TIP: For Utility Major Permits, the Pre-Con Meeting must be completed or waived for the Job Start Notification Schedule option to appear.
TIP: Once scheduled, you can change your job start date up until one full business day before the scheduled date for the Initial inspection. For example, if your Initial inspection is scheduled for a Thursday, you may reschedule your Job Start Notification up to midnight on Tuesday to allow one full business day. Click Reschedule in this same drop-down. If you do not see a Reschedule option, then this Job Start Notification is not available to reschedule via the Seattle Services Portal. Contact your inspector with questions. Refer to section How to Reschedule a Job Start for more information.
- Select an available Date on the calendar (indicated by a blue square).
- For non-utility permits, the job start may be scheduled within a 30 business-day window, allowing a minimum of two business-days’ notice.
- For utility permits, the job start may be scheduled within a 6 calendar-month window, allowing a minimum of two business-days’ notice.
- If your job start is before the first available blue date on the calendar, contact your inspector. If your job start is after the last available blue date on the calendar, you may reschedule now as far out as is allowed and then return later to reschedule your job start to a new date.
- You must pick a date between the earliest Use start date and the permit expiration date. The Expiration Date displays below your record number.
- If you pick a job start date that is earlier than your earliest Use start, you will get an error in Step 13. To move your job earlier, submit a Date Change Amendment first. After the date change is approved, return to submit your Job Start Notification.
- If you pick a job start date that is after your permit expiration date, you will get an error message in Step 13. Your next step depends on the Use dates on your permit. If the Use date is still in the future, submit a Date Change Amendment to shift the work to a later date. After the date change is approved, return to submit your Job Start Notification. If any Use date is in the past and your Initial inspection has still not been performed, either submit a Date Change or an Extension Amendment depending on whether the Use has started.

- You must pick a date between the earliest Use start date and the permit expiration date. The Expiration Date displays below your record number.
- For non-utility permits, the job start may be scheduled within a 30 business-day window, allowing a minimum of two business-days’ notice.
- Click the radio button next to Confirm Date.
- Click Continue.
- Confirm the Onsite Contact. If the Onsite Contact is correct, click Continue. If the Onsite Contact is somebody else:
- Click Change Contact.
- Select another contact on your permit.
- Or, click the radio button next to Name a different person and enter the First Name, Last Name, and Phone Number for the Onsite Contact.
- Click Submit.
- Click Continue.
- Confirm the information provided. To correct information, click Back to get to the section that requires correcting.
- Optionally, click Include Additional Notes to provide Optional Comments for your inspector.
- Click Finish to submit your request. If you get an error message, go back to step 7 and review the date rules.
- You are returned to the Inspections section of your record. Your Job Start and Initial Inspection are now Scheduled for the job start date you provided.

How to Reschedule a Job Start
- If you submitted a job start but your schedule has changed, you may reschedule the job start. Follow steps 1 through 4 in section How to Provide a Job Start Notification to open your record to the Inspections tab.
- Locate your Job Start Notification in the Pending and Scheduled section.
- Click Actions next to the Job Start Notification.
- Select Reschedule from the drop-down.
