Instructions for Providing or Rescheduling a Street use Job Start Notification
A Job Start Notification tells Street Use Inspections staff when permitted right-of-way impacts will begin. It sets the schedule for required inspections and supports inspection planning and coordination.

Key Requirements
- You must submit a Job Start Notification at least two business days before work begins.
- Inspection fees apply. A penalty fee may apply if a Job Start Notification is not provided.

Non-utility permits:
Up to 30 business days, with two business days’ notice. -
Utility permits:
Up to six calendar months, with two business days’ notice.
Start Date Rules
- You must choose a date between the earliest Use start date and the permit expiration date. The Expiration Date displays below your record number.
- A Job Start cannot be rescheduled if its scheduled date is in the past.
- If your date is after the last available date, schedule the furthest allowed date now and reschedule later.
Earlier Start Date & Permit Expiration Issues
- If you need a date earlier than the earliest Use start date:
- Submit a Date Change Amendment.
- Once approved, return to submit your Job Start Notification.
- If you need a date after the permit expiration date, your next step depends on your permit status:
- If the Use date is still in the future, submit a Date Change Amendment to move the work to a later date.
- If any Use date is in the past and the Initial Inspection has not occurred, submit either:
- a Date Change Amendment, or
- an Extension Amendment, depending on whether the Use has started.

What You Need to Know About Inspections
- The Initial inspection is automatically scheduled five business days after the first Use Start Date on the issued permit.
- When a Job Start Notification is submitted, the Initial inspection is rescheduled to match the job start date.
- If the Job Start Notification status is Waived or Completed, it can no longer be submitted.
- For Utility Major Permits, the Pre-Con Meeting must be completed or waived before the Schedule option appears.
- Once scheduled, you may reschedule up to one full business day before the Initial Inspection date.
Example: Thursday inspection - reschedule by midnight on Tuesday.- If Reschedule is not available, contact your inspector for assistance.

Step-by-Step Guides
How to Provide a Job Start Notification
This section provides step-by-step instructions on scheduling the job start.
Step 1: Access the Seattle Services Portal
- Go to the Seattle Services Portal.
- Optionally, log in.
Step 2: Find and Open the Record
- Locate the record that needs a Job Start Notification:
- If you know the record number, click Search All Records on the Seattle Services Portal homepage and search for your record.
- If you are logged in, click My Records to view a list of your records.
- If a list displays, click the record number to open the record.
Step 3: Open the Inspections Tab
From the open record:
- Under Record Info, click Inspections.
- Review the pending, scheduled, and completed inspections or Job Start Notification.
- If your Job Start Notification is available to be submitted, it displays in a pending status.
- Most - but not all - Street Use permits require a Job Start Notification.
Step 4: Schedule the Inspection
- Click Actions next to the Job Start Notification.
- Select Schedule.
- If Schedule is not available, the Job Start Notification cannot be scheduled. Contact your inspector.
Step 5: Select a Date
- Choose an available date on the calendar (shown as a blue square).
- See Scheduling Rules for information on dates.
- Select the radio button next to Confirm Date.
- Click Continue.
Step 6: Confirm the Onsite Contact
- Review the Onsite Contact information.
- If correct, click Continue.
- If changes are needed:
- Click Change Contact.
- Select another contact on the permit, or
- Select Name a different person and enter the first name, last name, and phone number.
- Click Submit.
- Click Continue.
Step 7: Review and Submit
- Review all information provided.
- To make corrections, click Back to return to the appropriate section.
- Optionally, enter comments for the inspector in Include Additional Notes.
- Click Finish to submit your request.
- If you receive an error, review the Scheduling Rules, fix the issue, and resubmit.
Step 8: Confirmation
You will be returned to the Inspections section of your record.
- The Job Start and Initial Inspection will now show as Scheduled for the job start date you selected.
- If you have more than five pending or scheduled inspections, use the pagination controls to view additional inspections.
How to Reschedule a Job Start
This section provides step-by-step instructions on rescheduling the job start.
Reminders:

If you've already submitted a job start and your schedule has changed, you may reschedule it up to one full business day before the scheduled date.
Example: If your inspection is scheduled for Thursday, you may reschedule it until midnight on Tuesday.
- A job start cannot be rescheduled if its scheduled date is in the past.

- If the option isn’t available, the Job Start Notification can’t be rescheduled through the Seattle Services Portal. Contact your inspector with any questions.

- Select the radio button next to Confirm Date.
- Click Continue.
