Instructions for applying for a Network Company License
In 2023, the Seattle passed legislation imposing license and fee requirements on network companies. Network Companies are defined by using an online-enabled application or platform to connect customers with app-based workers, present offers to app-based workers, and/or facilitate the provision of services for compensation by app-based workers. The instructions below provide a guide to filing an application for a Network Company license through the online Seattle Services Portal.
Step-by-Step Guide
Step 1: Log in or Register
- Log in to the Seattle Services Portal.
- If you already have an account, log in with your credentials.
- If you don’t have an account, register for a new account before proceeding with your Network Company License. For detailed instructions on registering for an account: How to register for a Portal Account
Step 2: Start the Application
- Click on the Home tab in the portal.
- Scroll down to the Licenses-Short Term Rental or Network Company card
- Select the Licenses link
- Expand the Network Company License section
- Click the Network Company License hyperlink
Step 3: Address
- On the Address page, enter the mailing address you would like to receive correspondence at. Most correspondence will be via email but, if necessary, physical mail will be sent to this address.

Click Continue Application to proceed.
Step 4: Contacts
- On the Contacts page, this is where individuals will be listed to manage the license and file quarterly reports on behalf of the license holder. An applicant is always required and will be automatically set to the logged in user.

Optionally, additional Authorized Agents can be added to the license to assist with managing the license and filing reports. These individuals will need separate portal accounts and will need to register through the portal either before or after being added as an authorized agent.
- To add an authorized agent:
- Select the Add Someone Else button.
- Enter the email address the authorized agent used to create their portal account. If they have not registered yet, have them do so before proceeding.
- Select the Look Up button
- The system will add the authorized agent to the table. Repeat the Add Someone Else for any additional authorized agents.

Step 5: Network Company Information
- On the Application Details page:
- Enter the required information in the fields:
- Company Legal Name - Legal registered name of the company applying for the network company license.
- City Business License - Not all Network Companies will be required to obtain a Seattle Business License to operate in Seattle. For more information on whether a Seattle Business License is required, please visit https://www.seattle.gov/city-finance/business-taxes-and-licenses/business-licenses or contact us at (206) 684-8484 or taxi@seattle.gov.
- Platforms and Mobile Apps - Please enter any common trade names, websites, or mobile applications covered by this license application. At least one row is required.
- Network Company Officers - Only include significant company officers/owners, which will typically only include a couple of individuals. At least one row is required.
- Enter the required information in the fields:
- Click Continue.
Step 6: Review
- On the review page, ensure all of the information on the previous pages is correct. Click the Edit button to correct any information as necessary.
- After reviewing the information, select the certification language box on the bottom of the page.
- Click Continue Application to submit the application.
Step 7: Confirmation
- A Thank You page will display, along with your report License Record Number.
