Instructions for Determining Why You Can't Upload Documents or Make Changes to Your Permit
Follow the steps in this article to find your record, determine whether you are authorized to upload documents or make changes, and gain access to your record.

- Record - an application, amendment, invoice, or permit in the Seattle Services Portal. Numbers identify specific records.
- Seattle Services Portal - a website that gives you online access to your records.
What You Need to Know
To upload or download documents or to make changes:
- You must have a Seattle Services Portal account.
- You must be logged in to your account.
- The contact connected to your account must be a contact on the record or a delegate of a contact on the record.
- To upload a Street Use document, use the Select button on the Attachments tab of a record. See article How to Respond to Street Use Corrections.
How Can I Find My Record?
Step 1: Log in or Register
- Go to the Seattle Services Portal.
- Log in:
- If you already have an account, log in with your credentials.
- If you don’t have an account, register the contact on your permit for an account before proceeding.
Step 2: Review Your Record List
- In My Records list, review the records that display.
- If your record appears in the list, then you are able to upload documents and make changes.
- If your record does not appear in your list, then you cannot upload documents or make changes. See section below for What Should I Do if I Can't Upload Documents or Make Changes to a Street Use Record.
What Should I Do if I Can't Upload Documents or Make Changes to a Street Use Record?
If you can't upload documents or make changes to a Street Use record, check to see if you are a contact on the record. To find who is a contact on the record:
Step 1: Search for Your Record
- Go to the Seattle Services Portal.
- Click Search All Records.
- Enter your Record Number.
- Click Search.
- Your record opens if there is only one matching record.
- If multiple matches are found, click on your blue record number in the list.
Step 2: Review Contacts
- With the permit open, scroll down to Record Details.
- In the Contacts section, note the contacts on the record such as Applicant, Owner, Financially Responsible Party and Onsite Contact.
Step 3: Steps for Access
- If you are not a contact on the record, you have two options:
- Ask one of the contacts on the record to add you to the record.
- The process is fast and free.
- Access is immediate.
- You have the option to get permit related emails.

- Ask one of contacts on the record to delegate to you.
- The process is fast and free.
- Access is immediate once you accept the delegation.
- You will not get permit related emails.
- You will have access to all their records.

- Ask one of the contacts on the record to add you to the record.
- If you are a contact on the record but are not able to upload documents or make changes, your Seattle Services Portal account may not be linked to this record. See section below for Need Help.
