Instructions for Applying for a Temporary No Parking (Paid Area) Permit
Follow these steps to apply for a Temporary No Parking (Paid Area) (TNP) Permit. The TNP application is used to restrict parking and reserve curb space in paid parking areas of the city. Purposes may include but are not limited to:
- Construction activity (which may also require a Street Use permit)
- Loading and unloading
- Clearing a street for special events like a parade
What You Need to Know About a Temporary No Parking (Paid Area) Permit
General Information
- The restricted area is not to be used for parking personal vehicles.
- If you also need to use a commercial vehicle in the Temporary No Parking Zone, you may apply for a Restricted Area Parking permit during the Temporary No Parking Zone application process.
- The Public Notice must be attached to your No Parking barricades to be enforceable by the Seattle Police Department.

Types of Parking Spaces That Can Be Reserved
- Spaces that can be reserved:
- Valid on-street paid parking spaces
- Valid on-street unpaid parking spaces
- Spaces that cannot be reserved:

You cannot reserve already-restricted parking zones such as:
- Carshare
- Carpool
- Van Pool
- Food Vending
- Truck Only
- Passenger Load
- Other Load/Unload Only zones
- In special cases, or if there are no other parking options, contact the Traffic Permit Counter at trafficpermitsinfo@seattle.gov or call (206) 684-5086 to make arrangements to relocate the affected zone to a nearby location. This process may require additional reservation fees and sign-off by adjacent businesses or property owners.

Types of Temporary No Parking Permits
- Paid parking spots require a Temporary No Parking (Paid Area) permit. This article provides information on how to apply for this type of permit.

Step-by-Step Guide
Step 1: Log in or Register
- Go to the Seattle Services Portal.
- Log in:
- If you already have an account, log in with your credentials.
- If you don’t have an account, register for a new account before proceeding.
Step 2: Start Application
- Click on the Home tab in the portal.
- Under Create New, click Permits – Parking & Truck.
- Expand the Temporary No Parking Zone section by clicking on it.

Click Temporary No Parking Zone (Paid Area) – Application.
Tip: If you already have a permit and want to extend the end dates, please go to My Records, find your existing permit, and click Make Changes.
Step 3: Provide Parking Location
- On the Location Information page, enter the nearest address to the location where you want the Temporary No Parking Zone. For best results, only enter the Number and Street Name when searching.
- Number (required): Enter the house or building number.
- Street Name (required): Enter the name of the road. When entering a Street Name for a numbered street, such as 5th Ave, only enter "5" in the Street Name field.
- Click Search. If prompted, select the correct address or parcel number and click Select.
- Click Continue to proceed.
Step 4: Provide Contact Information
On the Contacts page, provide contact details for:
- Applicant: You, the person filling out this application.
- Financially Responsible Party: The person or company handling costs for the permit.
- Optionally, add an Alternate Mailing Contact.
- To add a contact:
- Click Myself to auto-populate the contact information from your Seattle Services Portal user account.
- Click Someone Else to find an existing contact. If the person or organization isn’t found, click the “Person or organization not listed? Add them here." link.
- Click Continue to proceed.
Step 5: Provide Application Information
- On the Application Information page, fill in the General Information section:
- Reason (required) – Select the reason for the Temporary No Parking Zone.
- Other Reason (optional) – Provide further explanation or additional reasons for the Temporary No Parking Zone.
- Related Permits (optional) – Provide related permit numbers for your reference.
- Customer Job Number (optional) – Provide a job, work order, or other number for your reference.
- Onsite Contact (optional) – Provide the person's first and last name who is available onsite, if we need to speak with someone.
- Onsite Contact Number (required) – Provide the phone number of the onsite contact. This number prints on the Public Notice.
- Click Continue to proceed.
Step 6: Provide Curb Space Information
- On the Curb Space Information page, scroll down and click Add a Row.
- A pop-up window prompts you to provide your parking information. Fill in the fields. Required fields are marked with a red asterisk. Click on a blue circle with a question mark for help.
- Block ID (required) – Use this map and click on the curb space to find the Block ID and Curb Space of the parking spot you wish to reserve. For example, for Curb Space 9-05-15, the Block ID is 9-05 and the Curb Space is 15.

Tip: Curb Space must be Verified to be reserved.
- Verification occurs after you enter the curb space number and then click somewhere else on the form.
- A Verified space means the Block ID and Curb Space entered are valid.
- It does not mean the space is available.Tip: If you need a range, enter a row for each space in the range or contact the Traffic Permits Counter at (206) 684-5086 or at trafficpermitsinfo@seattle.gov.
Tip: To find out if the curb space is already reserved, check the Temporary No Parking Zones tab on this map.
- Location (auto-fills based on the Block ID you enter)
- Central Business District (auto-fills)

No Parking Sign (required)
- Yellow – Select this option if the curb space is no parking from 7 AM – 6 PM Monday through Saturday.
- Red – Select this option if the curb space is no parking 24 hours a day.

Barricade – Select this option if the curb space has a customized parking time limit.
Note: SDOT does not install this sign type. You must contact a local Barricade company and arrange for signs to be placed. If you chose the Barricade sign type in a paid parking area, it will generate reservation fees.
- Black – Select this option for long-term construction (more than 60 days) or if your job requires removal of street signs or pay stations.
- Requested Start Date (required) – Provide the FIRST day your Temporary No-Parking Zone will be in effect.
- Requested Start Time (required) – Select the time you want your Temporary No-Parking Zone to start each day.
- Requested End Date (required) – Provide the LAST day your Temporary No-Parking Zone will be in effect.
- Requested End Time (required) – Select the time you want your Temporary No-Parking Zone to end each day.
- Click Submit.
- To reserve additional parking spots, repeat steps 1 through 3 in this section.
Step 7: Provide TNP Public Notice

If you have any Curb Space reservations with Sign Type of Black or Barricade you must enter a row in the TNP Public Notice section below for each Block ID with a Black or Barricade Sign Type.
- Click Add a Row.
- A pop-up window prompts you to provide your public notice details. Fill in all of the fields (all fields are required).
- Block ID - Provide a Block ID that matches a Block ID in a Curb Space table row (completed above) which has a Black or Barricade Sign Type. For example, 9-05.
- Daily Start Time - Select the time you want your Temporary No-Parking Zone to start each day.
- Start Time AM/PM - Select whether the Temporary No-Parking Zone start time is in the morning (AM) or afternoon (PM).
- Daily End Time - Select the time you want your Temporary No-Parking Zone to end each day.
- End Time AM/PM - Select whether the Temporary No-Parking Zone end time is in the morning (AM) or afternoon (PM).
- Include Saturday - Select Yes if the Temporary No-Parking Zone is in effect on Saturday(s), otherwise select No.
- Include Sunday - Select Yes if the Temporary No-Parking Zone is in effect on Sunday(s), otherwise select No.
- 24-Hour Parking - Select Yes if the Temporary No-Parking Zone is in effect 24-hours a day. Make sure you set the Daily Start Time as 12 AM and the Daily End Time as 12 AM, otherwise select No.
- Install Date - Provide the date when the No Park Easels (A-frame signs) and the Public Notice will be placed.
- Install Time - Select the time when the No Park Easels (A-frame signs) and the Public Notice will be placed.
- Install AM/PM - Select whether the installation is in the morning (AM) or afternoon (PM).
- Click Submit.
- If you have more than one Block ID in the Curb Space table with a Black or Barricade sign type, repeat steps a to c for each Block ID with a Black or Barricade sign type.
Tip: You do NOT need to enter a row in the TNP Public Notice table for each Curb Space with a Black or Barricade sign type; only enter 1 row for each Block ID with one of these sign types.
- Click Continue to proceed.
Step 8: Provide Vehicle Information
If you are using a moving truck or other vehicle in the Temporary No Parking Zone, a Restricted Area Parking permit is required. You may apply for it on the Vehicle Information page.
- If you are using a moving truck or other vehicle, provide the vehicle information:
- Click Add a Row.
- On the pop-up, fill in the fields:
- Type of Vehicle (required) – Select Commercial Vehicle or Truck.
- Vehicle License Number (optional) - Provide your vehicle's license number.
- Click Submit.
- Repeat steps a through c for each additional vehicle you want to add.
- Click Continue to proceed.
Step 9: Attach Required Documents

On the Attachments page, click Continue to skip adding documents and proceed.
Note: Optionally, you may upload documents by clicking Select and following the prompts.
Step 10: Review and Submit
- On the Review page:
- Verify that all information is correct.
- Make edits as needed by clicking Edit in the relevant sections.
- Scroll to the bottom. Agree to the certification statement by checking the box.
- Click Continue to submit your application.
Step 11: Confirmation Displays
A message displays confirming that your application is submitted for review.
- Your record number format is SDOT-TNP-00-00000.
- Keep a record of your Record Number.
An email is sent to the contacts notifying them of the application submission.
Congratulations! Your application has been submitted for review. The Traffic team will contact you if additional information is required. For questions or updates, email trafficpermitsinfo@seattle.gov.
Additional Information
Once your application is approved:
- You will receive an email notifying you of fees due. Follow the instructions in the email to pay the fees.
- If you included vehicle information on your application, you will receive a separate email on the Restricted Area Parking (RAP) permit and fees. Another application has been created for the RAP.
- Print and post your Public Notice. Refer to How Do I Print My Public Notice.
