Instructions for Requesting a Withdrawal of Your Street Use Application or Amendment
Follow these steps to request a withdrawal of your unissued Street Use application or amendment using the Seattle Services Portal. Withdrawal requests use a Right-of-Way (ROW) Withdrawal Request.

Types of Records that can be Withdrawn
The types of records that can be withdrawn are:
- An application - withdraws the unissued application.
- An amendment - withdraws the unissued amendment, not the parent permit.
For an issued permit, contact your inspector to close it out. To find the contact information, refer to the Street Use Inspections page. Once an issued permit is closed it cannot be re-opened.
General Information
- When you request a withdrawal, the withdrawal request always closes immediately.
- This closure does not mean the withdrawal is complete.
- If your application or amendment has just been submitted and processing hasn't started:
- The withdrawal is immediate and happens automatically. It cannot be undone.
- The Record Status changes to Withdrawn.
- If your application or amendment has started processing, your withdrawal request will be reviewed by Street Use staff.
- If your request is approved:
- The staff complete the withdrawal.
- Once withdrawn, it cannot be undone.
- The Record Status changes to Withdrawn.
- If your request is not approved:
- Your application or amendment remains open.
- If your request is approved:
- Fees may still be owed on withdrawn records, such as for review or inspection time already spent.
- Fees already paid are not refunded.
Step-by-Step Guide
Step 1: Log in or Register
- Go to the Seattle Services Portal.
- Log in:
- If you already have an account, log in with your credentials.
- If you don’t have an account, register your existing contact for a new account before proceeding.
Step 2: Start Your Withdrawal Request
- On the My Records page, locate your application or amendment record in the list.
- In the Action column associated with your record, click Make Changes.
- On the Select an Amendment Type page, click ROW Withdrawal Request.
Step 3: Review Your Project Location

On the Project Address page, review the project address.
Note: If you have selected a permit for a different address than expected, click Home at the top left of the page to cancel the withdrawal request.
- Click Continue to proceed.
Step 4: Review Your Project Information

On the Project Information page, review the project information.
Note: If you have selected an application for a different project than expected, click Home at the top left of the page to cancel the withdrawal request.
- Click Continue to proceed.
Step 5: Provide Withdrawal Information
- On the Related Information page, enter the Withdrawal Reason (required).
- Click Continue to proceed.
Step 6: Review and Submit

On the Review page, review the address and project information.
Note: If you have selected an application for a different project than expected, click Home at the top left of the page to cancel the withdrawal request.
- Click Continue to submit your request to withdraw your application or amendment.
Step 7: Confirmation Displays
On the Thank You page, a message displays confirming that your withdrawal request is submitted.
- Your record number format has the parent record or amendment number +AW00n.
- An example for an application is SUCONST0000000-AW001.
- An example for an amendment is SUCONST0000000-A001-AW001.
- The "1" indicates that this is the first Withdrawal Request for this permit.
Congratulations! Your request has been submitted. For requests for records that have started processing, the Street Use team will review your request and contact you if additional information is required.
