You may request a withdrawal for an application or issued Street Use permit. You may also withdraw an unissued amendment, (e.g., an extension, date change, or revision amendment), which only withdraws the amendment, not the parent permit.
When you submit a withdrawal request, the withdrawal record itself always closes immediately. This does not mean the withdrawal is complete.
If your application or amendment has just been submitted and is still in Initiated status, the withdrawal is immediate and happens automatically. It cannot be reversed or undone. If your application or amendment has started processing or the permit has been issued, your withdrawal request will be reviewed and completed by Street Use staff. Once Street Use staff complete the withdrawal, it cannot be reversed or undone.
For issued permits, an additional inspection will typically be performed to confirm that the right-of-way is clear. Once an issued permit is closed it cannot be re-opened.
Fees may still be owed on withdrawn records, such as for review or inspection time already spent. Fees already paid are not refunded.
This article explains how to request a withdrawal for an application, an amendment, or a permit via the Seattle Services Portal.
IMPORTANT: You must log into your Seattle Services Portal account and be a contact on the record (e.g., application, amendment, or permit) or a delegate of one of the record’s contacts to make changes to an application, amendment, or permit.
- Login to the Seattle Services Portal.
IMPORTANT: If you do not yet have a Seattle Services Portal Account, you must register before proceeding. The contact information you provide during registration must match the contact information we have on record for your application, amendment, or permit.
- On the My Records page, locate your record and click the blue Make Changes button to continue to the Select an Amendment Type page. Notice the Status. An application in Initiated status is withdrawn immediately when you submit your withdrawal request. Withdrawal requests for records in any other status are completed by Street Use staff.
- Select ROW Withdrawal Request.
- Click Continue Application to continue to the Project Address page.
- On Step 1: Project Address page, review the project address.
Note: If you have selected a permit for a different address than expected, click Home at the top left of the page to cancel the withdrawal request.
- Click Continue Application to continue to the Project Information page.
- On Step 2: Project Information page, review the project information.
Note: If you have selected an application for a different project than expected, click Home at the top left of the page to cancel the withdrawal request.
- Click Continue Application to continue to the Related Information page.
- On Step 3: Related Information page, enter the Withdrawal Reason (required).

- Click Continue Application to continue to the Review page.
- On Step 4: Review page, review the address and project information.
Note: If you have selected an application for a different project than expected, click Home at the top left of the page to cancel the withdrawal request.
- Click Continue Application to submit your request to withdraw your application.
IMPORTANT: Once your application is withdrawn, immediately if in Initiated status, you will have to create a new application, if you withdraw an application in error.
- A Thank You page displays with a green banner when the withdrawal request is successfully submitted. A withdrawal number displays confirming the withdrawal request has been received.
- The withdrawal amendment record just submitted always closes immediately. This does not mean the withdrawal is complete. If your application was in Initiated status, the withdrawal occurs immediately, and the Status shows Withdrawn.
- For records that are not withdrawn immediately, a banner and the Required Documents & Conditions tab display on the record. Under that tab, a condition displays with the withdrawal request. This condition helps alert Street Use staff that a withdrawal has been requested. You will know the withdrawal has been completed when the Record Status on your application or issued permit displays Withdrawn, Completed, or Closed. An e-mail is sent to the record contacts when the record is closed.
