Information About the Orange Banner on Your Record
The orange banner on your application or permit is simply a status indicator. It means there are items you still need to address before your record can move forward.
What the Orange Banner Indicates
- At least one condition or required document is still outstanding.
- The banner displays a number, which tells you how many items are pending.
- When items are pending, a Required Documents & Conditions tab appears on your record.
Until all listed items are resolved, your application or permit is not fully complete or finalized.
What You’ll See When You Click the Banner or Tab
When you click View All or open the Required Documents & Conditions tab, you’ll see a list grouped into one or two sections, depending on your situation.

Required Documents (Conditions of Approval)
This is the most common section.
It includes:- Documents you must upload.
- Information you must provide.
- Actions you must complete to satisfy approval requirements.
These are often called Conditions of Approval. They must be satisfied for review to continue or for final approval to be issued.

This section appears only when applicable and may include:
- HUB (Historically Underutilized Business) coordination comments
- Pending withdrawal requests
- Other administrative or review-related conditions
These items usually require acknowledgment, resolution, or action by you or another reviewing party.
What to Do Next
- Open the Required Documents & Conditions tab.
- Review each listed item carefully.
- Upload documents or respond as required.
- Monitor the banner until it disappears (which means all conditions are resolved).
Required Documents (Conditions of Approval)
The Required Documents (Conditions of Approval) section appears only when a document is required as a Condition of Approval. These documents are typically needed to complete the review of your application. In some cases, they may not be required until later in the process, just prior to permit issuance.
As your application is reviewed, the list of required documents may change based on the details of your permit request.
Tracking Document Status
In the Required Documents & Conditions tab, each document will show a status:
- Received - The document has been submitted.
- Pending or Update Required - The document is still needed or must be revised.
Each required document includes a reviewer comment explaining:
- When the document is required in the process.
- Any specific instructions for preparing or submitting it.
If a Condition of Approval states the document is due during Issuance Prep, you do not need to submit it until just before permit issuance - unless your reviewer specifically requests it earlier.
Notifications and Application Status Changes
When documents or corrections are required:
- You will receive an email notification.
- Your application status will change.

Example:
You may see a notice such as:
"There are 2 required document(s) or open conditions on this record."
This means there are two outstanding documents or conditions that must be addressed before your permit can move to the next step.
Conditions
The Conditions section appears only when there is an active Condition on your application or permit. A Condition functions as an alert or notification, highlighting coordination or administrative items that may require attention.
Common Types of Conditions
HUB Coordination
The most common Condition relates to HUB (Historically Underutilitized Business) coordination.
- If your work is located within a HUB area, coordination is required.
- Comments and requirements from your HUB coordinator appear in the Conditions section.
- These may include instructions, notes, or confirmation of coordination requirements.
Pending Withdrawal Request
A second type of Condition appears when a withdrawal request has been submitted.
- The pending withdrawal request displays as a Condition.
- It remains visible until the request is reviewed and actioned by SDOT staff.
