To change the start date for an issued Street Use permit, before work begins, apply for a Date Change Amendment in the Seattle Services Portal. A Date Change Amendment allows you to change the start date for one or more Uses on your permit, but the number of permitted days remains the same.
The following rules apply:
- Date changes are not allowed for a use where the current use start date is in the past (where the use has already started). However, a start date change is allowed for a use that has not yet started, even if there are other uses on the same permit that have started.
- Date changes are not allowed if the revised use start date is more than five calendar days in the past.
No other information about the Uses can change, including the duration. If the start date is correct or has past, and you want to extend the end date on one or more uses, refer to How Do I Extend the Use Date for My Issued Street Use Permit.

Amendment applications, like all permit applications, are reviewed and approved by Street Use staff. There are no documents required at the time of submission for a Date Change Amendment. Your reviewer may request a document during the review process. A standard Street Use permit Modification fee applies if your Date Change request is approved. Just like for Street Use permits, this fee is paid (or billed) before your approved Date Change is issued. Once your Date Change Amendment is issued, your original permit is updated with the approved changes. Date change amendments are available for the following record types. If you need to submit a date change for a permit type not included in this list, use a Revision amendment.
- ROW Construction Permit
- ROW Maintenance Permit
- Heavy Crane Permit
- Minor Utility Permit
- Utility Major Permit
- Street Improvement Permit
- Construction and Storage Container.
The instructions below provide the steps to change the start date for an issued Street Use permit using a Date Change Amendment:
- Login to Seattle Services Portal.
IMPORTANT: If you do not yet have a Seattle Services Portal account, you must register before proceeding and must be authorized to make changes on this permit.
- On the My Records page, locate your Permit record in the list.
- In the Action column associated with your permit, click Make Changes.
TIP: If you do not see a Make Changes Action then a change is not allowed for this permit.
- On the Select an Amendment Type page, select ROW Date Change Request and click Continue Application.
- The Project Address page is read-only. Verify you are requesting a change at the correct address and click Continue Application to continue to the Contacts page.
TIP: If this is not the correct record, click Home or My Records in the top menu bar. When the browser prompt asks if you want to leave the page, click Leave.
- On the Contacts page, add optional Additional Contacts to this amendment ONLY. Scroll down to the Additional Contacts section. Use Select from Account, Add New, or Look Up to add the additional contact. Select the contact Type when prompted and click Continue.
TIP: Contacts added here are NOT added to the parent record. To update Additional Contacts on the parent record, use the Enable Access Amendment. Using Enable Access before starting an amendment includes that contact on all future amendments related to the parent.
- Add Another Additional Contact or click Continue Application to continue to the Project Information page.
- The Project Information page is read-only. Verify that you are requesting a change to the correct project and click Continue Application to continue to the Related Information page.
TIP: If this is not the correct record, click Home or My Records in the top menu bar. When the browser prompt asks if you want to leave the page, click Leave.
- On the Related Information page, optionally add or update the Customer Reference fields. Click Continue Application to continue to the Use Information page.
- On the Use Information page, check the box or boxes of the rows to change and click Edit Selected. At least one row must be selected. Notice that the current Permit Expiration Date is displayed on the banner.
TIP: If you wish to cancel out of the Amendment process at this point, click Home or My Records in the top menu bar. When the browser prompt asks if you want to leave the page, click Leave.
- Update the Requested Start Date and click Submit. The Requested Expiration Date is not editable. It automatically updates based on the Duration and the Requested Start Date.
TIP: If you enter a Requested Start Date that does not adhere to the business rules, your changes cannot be saved. An error message is displayed. See example below.
- Review information and click Continue Application.
TIP: If information is not correct, select the row with the incorrect information and click Edit Selected. Then updated as appropriate.
- Click Continue Application on the Upload Document(s) page. There are no required documents at submission for a start date change.
- Review application information. Click Certify contents. Click Continue Application.
- View the Thank You screen and note your Amendment record number. The new record number has the format of the parent record + ADC00n to indicate a Date Change Amendment, for example SUCONST0000000-ADC001. The ‘1’ indicates that this is the first Date Change Amendment for this permit. This new record now displays on your My Records list.
