Instructions for Changing the Start Date for My Issued Street Use Permit
Follow these steps to request a change to the start date for an issued Street Use permit. Before work begins, apply for a Date Change Amendment in the Seattle Services Portal. A Date Change Amendment allows you to change the start date for one or more right-of-way (ROW) uses on your permit, but the number of permitted days remains the same.
Date change amendments are available for the following record types. If you need to submit a date change for a permit type not included in this list, use a Revision amendment.
- ROW Construction Permit
- ROW Maintenance Permit
- Heavy Crane Permit
- Minor Utility Permit
- Utility Major Permit
- Street Improvement Permit
- Construction and Storage Container.
What You Need to Know About Start Date Change Requests
The Following Rules Apply
- Date changes are not allowed for a use where the current use start date is in the past (where the use has already started).
- A start date change is allowed for a use that has not yet started, even if there are other uses on the same permit that have started.
- Date changes are not allowed if the revised use start date is more than five calendar days in the past.
- No other information about the uses can change, including the duration.
- If the start date is correct or has past, and you want to extend the end date on one or more uses, refer to How Do I Extend the Use Date for My Issued Street Use Permit.
- If you need to request changes other than an extension or date change, refer to How Do I Request a Revision to My Issued Construction, Utility, or Street Improvement Permit. General Information
- Amendment applications, like all permit applications, are reviewed and approved by Street Use staff.
- There are no documents required at the time of submission. Your reviewer may request a document during the review process.
- A standard Street Use permit modification fee applies if your Date Change request is approved. Just like for Street Use permits, this fee is paid (or billed) before your approved Date Change is issued.
Once Your Date Change Amendment Issues
- Your original permit updates with the approved changes.
- The amendment closes. For an overview of the amendment process, refer to What Happens to Your Original Permit When an Amendment is Issued.
Step-by-Step Guide
Step 1: Log in or Register
- Go to the Seattle Services Portal.
- Log in:
- If you already have an account, log in with your credentials.
- If you don’t have an account, register your existing contact for a new account before proceeding.
Step 2: Start Your Date Change Request
- On the My Records page, locate your Permit record in the list.
- In the Action column associated with your permit, click Make Changes.
- On the Select an Amendment Type page, click ROW Date Change Request.
Step 3: Review Your Project Location

On the Project Address page, verify you are requesting a change at the correct address.
Tip: If this record is not the correct record or you wish to cancel out of the amendment process, click Home or My Records in the top menu bar. When the browser prompt asks if you want to leave the page, click Leave.
- Click Continue to proceed.
Step 4: Provide Additional Contact Information

On the Contacts page, optionally add Additional Contacts to this amendment ONLY.
- Click Myself to auto-populate the contact information from your Seattle Services Portal user account.
- Click Someone Else to find an existing contact. If the person or organization isn’t found, click the “Person or organization not listed? Add them here." link.
Tip: Contacts added here are NOT added to the parent record. To update the parent record so the contact is included on all related future amendments, use the Enable Access Amendment.
- Click Continue to proceed.
Step 5: Review Project Information
- On the Project Information page, verify you are requesting a change to the correct project.
- Click Continue to proceed.
Step 6: Provide Related Information
- On the Related Information page, optionally add or update the Customer Reference fields.
- Click Continue to proceed.
Step 7: Provide Date Change Information
- On the Use Information page, check the box or boxes of the rows to change.
- Each row represents a use of the right-of-way.
- At least one row must be selected.
- Notice the current permit expiration date that displays on the banner.
- Click Edit Selected.
- On the Use Code popup:
- Update the Requested Start Date following the rules noted above.
- The Requested Expiration Date automatically calculates based on the Duration and the Requested Start Date.
- Click Submit.
- The Permitted Uses section displays the updates you provided. Review the updates. If information is not correct, repeat the steps.
- Click Continue to proceed.
Step 8: Upload Documents
- On the Upload Document(s) page, there are no required documents at submission for a date change request.
- Click Continue to proceed.
Step 9: Review and Submit
- On the Review page:
- Verify that all information is correct.
- Make edits as needed by clicking Edit in the relevant sections.
- Scroll to the bottom. Agree to the certification statement by checking the box.
- Click Continue to submit your date change request.
Step 10: Confirmation Displays
On the Thank You page, a message displays confirming that your date change request is submitted for review.
- Your record number format has the parent record number + ADC00n.
- For example, SUCONST0000000-ADC001.
- The "1" indicates that this is the first Date Change Amendment for this permit.
- Keep a record of your Record Number.
An e-mail is sent to the four required contacts notifying them of the date change request submission.
