A change to an issued permit is called an Amendment. Use a Revision Amendment to change an address or revise your scope of work (e.g., add a new Use, extend existing Uses in conjunction with other changes, increase square feet for a Use, or increase days in ROW for a Use).
If you only need to change the contacts, refer to How Do I Request a Contact Change for My Street Use Permit. If you only need to modify a start date on one of your Uses, refer to How Do I Change the Start Date for My Issued Street Use Permit. If you only need to increase the duration and days in ROW on one of your Uses, refer to How Do I Extend the Use Date for My Issued Street Use Permit. Date Change and Extension Amendments have a simpler review process.
Revision Amendment applications, like all permit applications, are reviewed and approved by Street Use staff. There are no documents required at the time of submission for a Revision Amendment. Your reviewer may request a document during the review process. A standard Street Use permit Modification fee applies if your Amendment request is approved. An additional Use fee may also apply. Just like for other applications, any fee is paid (or billed) before your approved Amendment is issued.
When a Revision Amendment is issued, the parent record is updated to reflect the changes. Inspection scheduled dates may be updated. The expiration date on the parent record is also updated if required.
- For ROW Construction and Street Improvement records, the record expiration date is the latest Use expiration date.
- For Minor Utility and UMP records, the record expiration date is the latest Use expiration date + 6 months.

Revision Amendments are also available for Public Space permits. Refer to How Do I Request a Revision to My Issued Vending or Long-Term Public Space Management (PSM) Permit. Revision Amendments are not available for Heavy Crane and ROW Maintenance permits. Date Change Amendments are available for ROW Maintenance. Otherwise please submit a new application or contact Street Use if a change is needed.
TIP: If your permit has many uses and you want to see which uses are currently active, a report is available that displays only active uses as of the current date. Click on Reports in the upper right, select Street Use Use Status Report, and enter the record number of your original permit.
The instructions below provide the steps to revise an issued Street Use permit using a Revision Amendment:
- Login to Seattle Services Portal.
IMPORTANT: If you do not yet have a Seattle Services Portal account, you must register before proceeding and must be authorized to make changes on this permit.
- On the My Records page, locate your Permit record in the list.
- In the Action column associated with your permit, click Make Changes. For our example, we are changing a ROW Construction permit. The steps for changing a Utility or Street Improvement permit are the same.
TIP: If you do not see a Make Changes Action then a change is not allowed for this permit.
- On the Select an Amendment Type page, select ROW Construction Permit Revision.
- Click Continue Application.
- The Project Address page is read-only. Verify you are requesting a change at the correct address and click Continue Application to continue to the Contacts page.
TIP: If this is not the correct record, click Home or My Records in the top menu bar. When the browser prompt asks if you want to leave the page, click Leave.
- On the Contacts page, add optional Additional Contacts to this amendment ONLY. Scroll down to the Additional Contacts section. Use Select from Account, Add New, or Look Up to add the additional contact. Select the contact Type when prompted and click Continue.
TIP: Contacts added here are NOT added to the parent record. To add Additional Contacts on the parent record, use the Enable Access Amendment. Refer to How Do I Give Someone Access to My Record. Using Enable Access before starting an amendment includes that contact on all future amendments related to the parent.
- Add Another Additional Contact or click Continue Application to continue to the Project Information page.
- The Project Information page is read-only. Verify that you are requesting a change to the correct project and click Continue Application to continue to the Related Information page.
TIP: If this is not the correct record, click Home or My Records in the top menu bar. When the browser prompt asks if you want to leave the page, click Leave.
- On the Related Information page, describe your change in the Amendment Description. All other fields are optional and vary slightly by record type.
- Optionally, in the Extend All Uses section, to extend all Uses (both active and inactive), check the box for Extend All Active Uses. If checked, you must provide either the New End Date or Duration. Also enter the Total Days in ROW. (If this is a SIP extension, Total Days in ROW is not applicable and does not appear.) You will be able to adjust the duration and days in ROW on the next page.
TIP: Extend All allows you to save some data entry on the next page if you have many Use rows that you are extending. But if this is not the first revision or extension amendment for this permit, duplicate Use rows are likely to be created for the same space. Be sure to delete the unwanted rows on the next page.
TIP: When using Extend All, the system defaults the Use Start Date for each extended row. For minor utility and UMP permits, the Use Start Date equals the permit Expiration Date + 1 with a set Duration of 180 days. For non-utilities, the Use Start Date equals the Use Expiry Date + 1. Be sure to update the start dates and durations to accurately reflect the desired dates and duration.
TIP: For a shorter review process if you are only extending the dates along with additional days in the ROW, use a ROW Extension Amendment application. If you wish to cancel out of the amendment process at this point to switch to an Extension Amendment, click Home or My Records in the top menu bar. When the browser prompt asks if you want to leave the page, click Leave. Then refer to How Do I Extend the Use Date for My Issued Street Use Permit.
- Scroll down and click Continue Application to continue to the Use Information page.
- On the Use Information page, there are two sections. Review the Permitted Uses section. It displays the Uses on your issued permit for reference.
- The Proposed Changes to Permit section is to request new Uses or extend existing Uses. You may repeat Uses that are already permitted, as long as the date range does not overlap for the Space. If the date range does overlap for the same Use, enter a different Space.
- If you checked the box to Extend All Uses, this section displays all Uses with the new Use Start Date, Days in ROW and Duration for each Use. You may modify this information.
- If you did not check the box to Extend All Uses, this section is blank.
TIP: For utility permits, Duration is always 180 days.
TIP: For utility permits, Days in ROW must be equal to Duration. For non-utility permits, Days in ROW must be less than or equal to Duration. Explain what you are doing in the Amendment Description.
TIP: In the rare case where you need to increase Total Days in ROW but the start and end date for your Use is not changing, add a new Use row and change the Space (for example, if your current Space is A, then enter an unused space identifier (e.g., B)). Explain what you are doing in the Amendment Description.
TIP: The current Permit Expiration Date is displayed on the banner.
- Optionally, to add a Use, click Add a Row.
TIP: You can add more than one Use. Select the number of Uses you want to add from the Add a Row dropdown.
- Alternatively, you may optionally edit a row(s). Click the box next to the row(s) and click Edit Selected.
- If you opted to add or edit a row, a pop-up displays. Provide the Use Modification details for your new or modified Use and click Submit.
Note: Total Days in ROW does not apply to SIP extensions.
- Click Continue Application to continue.
If you are adding a Use for New/Replace Concrete Driveway, the Curb Cut Information page displays. Add the details and click Continue Application to continue to the Documents page. If you are extending an existing Use for New/Replace Concrete Driveway, do not change Curb Cut information.
- On the Documents page, click Continue Application. There are no required documents at submission for a Revision Amendment. Documents may be requested later by your reviewer. Optionally, documents may be uploaded by using the Select button.
- A summary page is displayed. Review your application information. Click the Edit buttons to go back and make updates.
Note: Project Address, Contacts, and Location Information are not editable.
- Once reviewed, scroll to the very bottom, and check the box to agree to the listed terms and conditions.
- Click Continue Application to submit your amendment.
- A message displays confirming that your amendment is submitted for review. Make note of your Record Number. The new record number has the format of the parent record +A00n to indicate a Revision Amendment, for example SUCONST0000000-A001. The “1” indicates that this is the first Revision Amendment for this permit. This new record now displays on your My Records list. You will be contacted for any additional information and documents that are needed prior to approval of your amendment. An e-mail is sent to the four required contacts on the original permit notifying them of the amendment submission.
